One thing that's high on my list of frustrations is when other people don't think about things. My power went out for 20-30 minutes tonight. Usually a power outage lasts under a minute, but when 10 minutes had passed by and I was still in the dark, I called the power company. I let the lady know that the whole neighborhood appeared to be without power, I didn't see any lights on nearby except for car headlights. She responded by asking me if I had checked my circuit breakers.

I’ve heard of neighbors stealing cable…. but.. wow!
I know exactly what you mean. You just want to be able to electronically slap them and say focus and listen. Why would my circuit breakers shut down the whole street? But, I am sure they are told to say that every time and if they don’t they have to answer to a stupidvisor.
I had a similiar situation with the power company. I told them that my power was out, my neighbor’s power was out, and my in-laws who live a mile away, their power is out, too. The guy on the phone said, “It can’t be completely out; you’re able to use the phone.”
That’s it. I’m buying solar panels, and a generator.
